The President of Turkmenistan approves the programme of the country development for 2018 – 2024

The Council of the Elders continues its work in Ak Bugday etrap, Ahal Velayat. On October 9, important issues of the state life have been reviewed. Discussion of the subjects of the agenda of the Council has taken place in the afternoon and deputies of the Mejlis have adopted number of bills. 

Having opened today’s session, President Gurbanguly Berdimuhamedov gave floor to the representative of National Parliament A. Nurberdiyeva who has informed of the adoption of the drafts of Constitutional Laws on National Council of Turkmenistan and on Addendums of the Constitution of Turkmenistan. 

Having signed these laws, the Head of the State turned over to the Programme of social and economic development of the country in 2018 – 2024. 

Having noted that relying on rich resources and applying advanced world practices of economic development, Turkmenistan is turning into one of the most stably developing countries in the world with industry, agriculture, modern transport provision and advanced social infrastructure. 

Economic model applied in our country provides macroeconomic stability, keeping of high volumes of the investments, steadfast development of market institutes and competiveness. This gives the opportunities for continuation of the reforms and improvement of the structure of government administration. 

70 state and departmental programmes, concepts and plans are under realization in the country. Additional programme for social and economic development of the country in 2018 – 2024, which purpose was presented by the President of Turkmenistan in his speech yesterday, has been elaborated based on analysis of the information from ministries, departments, regional administrations as well as other government institutes and the Union of Industrialists and Entrepreneurs. 

Realization of the objectives defined in the Programme will give an opportunity to keep rapid developed of the country, provide investment activity, create new occupancies, consolidate social protection and improve living and social conditions of the population. 

The President of Turkmenistan has signed the Resolution on approval of this programme at today’s session of the Council of the Elders. 

The Head of the State noted that large work aimed at phased transition of national economy to market relations and privatization of the state property is carried out for several years. All necessary measures for development of new directions of production, establishment of free economic zones and security market are carried out. Large support is given to entrepreneurship, which provides an improvement of production based on advanced inventions and innovative technologies. 

Indeed grandiose work is carried out in the country for production of import substitutive goods and provision of domestic markets with food products. 

We would continue paying special attention to improve the indices of the GDP, stable growth of industrial production volumes, construction and trade turnover, President Gurbanguly Berdimuhamedov said. The volume of the investments and stimulation of the entrepreneurship, which has an important role, will be kept on the level of intensive growth. 

Following these objectives, Number of bills have been drafted and presented for the Mejlis review. Thus, the parliamentarians have discussed and adopted the Laws aimed at the development of the regions, creation of additional work places, attraction of foreign investments as well as the Law of Turkmenistan on Free Economic Zones that defines legal, economic and organizational bases for the establishment of free economic zones and their activities. This Law also outlines the benefits of taxations in free economic zone, monetary and custom regulations. It will allow making the most optimum conditions for work in such zones and increase of export volumes. 

The Head of the State has signed the Laws on free economic zones and on addendums of the Tax Code of Turkmenistan and on the addendums of the Law of Turkmenistan on Migration.
