Preparation to coming events is reviewed at the session

President Gurbanguly Berdimuhamedov held working session with participation of the Executive Secretary of the Office of the People’s Council, heads of oil and gas complex and hyakim of Ashgabat where preparation to celebration of the Independence Day and next session of the People’s Council as well as number of other issues have been reviewed.

Coming events on occasion of the 28th anniversary of Independence of Turkmenistan as well as national forum, which will be held in the capital on September 25, are to be important social and political events in life of society and state.

Having noted that utmost objectives of steadfast development of the country would be discussed at the session of the People’s Council, the Head of the State focused on the necessity of thorough elaboration of all organizational issues, agenda and documents, which would be brought out for review by the delegates of national forum.

Executive Secretary of the Office of the People’s Council R. Bazarov reported on the work carried out in this direction by the ministries and profile departments together with public organizations, administrations of Ashgabat and velayats.

It was mentioned that members of velayat, city and etrap People’s Councils take active part in preparation to remarkable event. Regularly meeting with people, they explain the meaning and importance of large-scale reforms, new laws adopted under modernization of national legislation. At the same time, the issues, which will be brought out to the review of coming national forum, are discussed.

Summing up the report, the President of the country highlighted special role of the People’s Council, which activity is based on the principles of democracy, transparency, justice, supremacy of law, priorities of general standards of international law, equality of every citizen under the law, respect of human rights and freedoms, free discussion and adoption of decisions taking into account public opinion.

Having noted that gradual transit to market relations is carried out in the country at present time, the Head of the State highlighted the importance of legal regulation of this process. The utmost attention has to be paid to development of new laws taking into account the changes in the world economy, which are to become an effective tool of implementation of the Programme of social and economic development of the country in 2019 – 2025, the Head of the State said.

In this regard, improvement of legal acts regulating the activity of the government authorities, People’s Council and the Cabinet of Ministers as well as the Constitution of Turkmenistan based on universal principles of international law was outlined as the utmost objective.

Great attention is paid to improvement of efficiency of the branches in conditions of market economy, their integration to the world economic space, support of private initiatives, the President noted.

It was highlighted that the main place in activity of all structures has to be given to youth affairs. All conditions for provision of youth with work, active development of advanced world practice in different spheres and modern digital technologies by younger generation have to be made.

President Gurbanguly Berdimuhamedov ordered to provide registration of all proposals coming to the People’s Council, to analyse and summarize these proposals.

Having highlighted again the importance of conducting of coming national forum on high level, the President requested to hold coordinated work of structures involved in its organization under control, having given specific assignments on this account to the Executive Secretary of the Office of the People’s Council.

After, Hyakim of Ashgabat Sh. Durdiliyev reported on the work for implementation of the Programme of social and economic development of the capital as well as preparation to celebration events on occasion of the Independence Day and other events.

It was mentioned that all measures are taken for deserved level of coming remarkable events, big work is carried out for development of city districts, special attention is paid to decoration of parks and streets.

At the same time, issues of timely preparation of heating system of the capital to winter season, uninterrupted supply of the population with proper living and municipal services are solved.

Having noted that September is rich with remarkable events, the Head of the State ordered to coordinate the work of relative structures for provision of their organizational level. At the same time, special attention has to be paid to development, maintenance of clean city and bright decoration of the capital, Turkmen leader said.

The Head of the State ordered to complete preparation to celebration events before September 15using available practice and innovative technologies and addressed the Hyakim with orders on this account.

After, working session was continued with participation of Deputy Chairman of the Cabinet of Ministers M. Meredov who is in charge of fuel and energy complex and Deputy Chairman of the State Concern Türkmengaz B. Amanov.

Vice-premier M. Meredov reported on the situation in national fuel and energy complex, fulfilment of the assignments for diversification of oil and gas industry, implementation of advanced world practice, digital technologies and innovative methods to the industry.

Having highlighted the importance of formation of multi-vector routes of export of Turkmen energy resources to the world market, acceleration of rates of realization of the project of construction of Turkmenistan – Afghanistan – Pakistan – India gas line, the President pointed out that work in this direction has to be carried out on integrated basis.

Having noted that equipment and facility base of fuel and energy complex has been steadily improved for the last several years, the Head of the State pointed out that all branches of this complex have to increase the production using new capabilities.

Nevertheless, the work efficiency of Turkmenbashy Refinery Complex remains on low level, the President stated. Turkmen leader noted that despite the fact that General Director of the Complex Ya. Muhammetmyradov was reprimanded for improper organization of work at one of the last sessions of the Cabinet of Ministers, necessary efforts for correction of the situation have not been put.

In this regard, Ya. Muhammetmyradov was released from the post of the General Director of Turkmenbashy Refinery Complex for serious deficiencies admitted in his work.

The Head of the State appointed B. Amanov as new Director of Turkmenbashy Refinery Complex, having released him from the post of the Deputy Chairman of the State Concern Türkmengaz.

Having expressed the gratitude to President Gurbanguly Berdimuhamedov for high trust, B. Amanov assured that he and personnel of the complex would put all efforts for fulfilment of set objectives.

Having wished success to the General Director of Turkmenbashy Refinery Complex, the President of Turkmenistan pointed out the importance of responsible and comprehensive approach to solution of the issues of the complex’s development and strengthening of its economic potential.

At present time, oil and gas industry is one of the main branches of national economy. In this context, important role is given to Turkmenbashy Refinery Complex in successful solution of objectives of fuel and energy complex, the Head of the State said, having ordered to new Director to use innovative methods of management.

Wide implementation of modern technologies and digital systems is current for all oil and gas processing facilities, the President noted, having ordered to provide high level of work in this field.

Addressing Vice-premier M. Meredov and General Director of Turkmenbashy Refinery Complex B. Amanov, the Head of the State has focused again that it is necessary to approach the subjects of increment of volumes of oil refining, active implementation of digital technologies in oil and gas complex, increment of its export capabilities on scientific base and gave number of assignments on this account.
