Extended session of the Government: Outcomes of 2019, priorities of development in 2020, personnel changes

President Gurbanguly Berdimuhamedov held extended session of the Cabinet of Ministers where outcomes of social and economic development of the country for 2019 have been summed up. The agenda also included objectives for current year and personnel issues.

First, the President gave floor to Deputy Chairman of the Cabinet of Ministers G. Myradov who reported on the outcomes of development of national economy for the last year. It was informed that strategy of fundamental reforms has provided high indicators in all branches. This is visually indicated by the main macroeconomic indicators, especially the stable growth of the GDP.

Information about the results of analysis of fulfilment of planned objectives by the ministries and departments of the country for the period under review has been presented within the report.

Reporting on the course of construction of production, cultural and social facilities in the country, the Vice-premier informed that volume of developed investments from all sources of financing was 35.8 billion manats for 2019.

Having listened to the report, President Gurbanguly Berdimuhamedov noted that he made a decision of the change of the structure of the Government for improvement of efficiency of its activity. Continuing, the Head of the State has released G. Myradov from the post of the Deputy Chairman of the Cabinet of Ministers due to transfer to another work and signed relative document.

Ministers of Finances and Economy B. Bazarov reported on the outcomes of 2019, having informed that stable development is kept in all sectors of national economy.

As of January 1 this year, fulfilment of the revenue of the State Budget of the country was 100.6 percent while the expenditure – 99.9 percent.

Having listened to the report, Head of the State Gurbanguly Berdimuhamedov announced on his decision to release B. Bazarov from the post of the Ministers of Finances and Economy due to transfer to another work. The Head of the State has appointed E. Annamuhamedov to the post of the Minister of Finances and Economy, having released him from the post of the Deputy Ministers of this organization and signed relative Order.

Chairman of the State Statistic Committee S. Velbegov reported on economic indicators reached by ministries and department of the country in 2019. In particular, it was informed that comparing with 2018, increment of production volumes has been provided.

High results are observed in non-governmental sector for the economy for the period under review. In general, 65.3 percent in production structure belongs to private business.

Summing up the report, Head of Turkmenistan Gurbanguly Berdimuhamedov has focused on the utmost objectives of the State Statistic Committee. Comprehensive introduction of advanced technologies, formation of digital economy, appearance of new sources of information and growing demands in operative and accurate statistical information set new goals to this structure, the Head of the State noted.

After, Chairman of the Central Bank M. Annadurdiyev reported on the activity of the structure under his supervision in 2019, measures for improvement of their work.

It was informed that comparing with 2018, total volumes of credits granted by the banks of the country have increased by 9.7 percent, by 28.3 percent to non-governmental section and by 11.3 percent to private producers, for the last year. At the same time, 15,844 new working places has been opened due to financed projects.

The report on activities carried out under the formation of electronic infrastructure, including activities related to expansion of banking services, has been presented. It was also informed about new types of banking services introduced in the last year.

Having listened to the report, President Gurbanguly Berdimuhamedov reprimanded Chairman of the Central Bank M. Annadurdiyev for unsatisfactory fulfilment of his duties.

After, the floor was given to Chairman of the Supreme Control Chamber G. Mushshikov who reported on the results of inspections of work for provision of settlements of the country with electricity, gas and water made by the ministries and departments.

Summing up the report, Turkmen leader ordered relative officials to analyse outcomes of inspections and take appropriate measures for correction of deficiencies.

After, President Gurbanguly Berdimuhamedov informed on his decision to appoint G. Mushshikov as the Deputy Chairman of the Cabinet of Ministers supervising economic and financial sphere.

Addressing new Vice-premier, the Head of the State highlighted that he and all officials of financial and economic sphere have objectives for intensive development and digitization of branches, support of stable high growth rates of the economy by its diversification.

At the same time, it is necessary to hold under control realization of the Programme of social and economic development of the country in 2019 – 2025. It is also necessary to develop internal market, having reduced its dependence from export production, the President noted.

This year, we have to start investing big volumes to number of priority directions of national economy, the Head of the State said. One billion manats of capital investments is required for bringing of the main branches to modern technological condition.

It means that investments have to be sent to implementation of digital system into the economy, development of computer equipment, construction industry, maritime and railway transport, agriculture and energy saving technologies.

The President noted that the main objective of banking system remains the same to deter inflation level in set limits, to provide the economy with necessary volume by regulation and control of financial resources.

We have to pay more attention to taking of the measures for effective use of manpower, solution of issues of labour market, to make conditions for realization of their constitutional right for work by the citizens of the country in our government policy, Turkmen leader highlighted.

Having wished success in work to new Vice-premier, President Gurbanguly Berdimuhamedov signed relative documents.

After, the President informed about the decision to appoint D. Durdiliyev as the Chairman of the Supreme Control Chamber, having released him from the post of the Deputy Chairman of this structure.

Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the outcomes of activity of the ministries and departments of industrial and communication complexes in 2019. For the period under review, they have fulfilled production plan by 123.3 percent.

The growth rate of production by the Ministry of Textile Industry has reached 140.3 percent.

For the period under review, the growth rates of production of mineral fertilizers by the facilities of the State Concern Türkmenhimiýa was 152.2 percent.

The growth rate of production and services of the Ministry of Industry and Communication is equal to 107.6 percent.

The growth rates in the sphere of cargo and passenger transportation by road, railway, air and maritime transport was 102.5 and 100.5 percent respectively.

This indicators is equal to 104.9 percent by Türkmensenagat Agency, 129.2 percent by Türkmenawtoulaglary Agency, 103.9 percent by Türkmendemirýollary Agency, 101.3 percent by Türkmenhowaýollary Agency, 185.9 percent by Türkmendeňizderýaýollary Agency, 105.9 percent by Türkmenaragatnaşyk Agency.

Having noted professionalism of Deputy Chairman of the Cabinet of Ministers B. Ovezov and assigned him to supervise the spheres of transport and communications, the Head of Turkmenistan signed relative Resolution.

Having highlighted that the Vice-premier has responsible objective for control of activity of all agencies of this sphere, the President focused on importance of selection of competent personnel and development of the projects of organization of IP centres in Ashgabat and velayats. In this context, President Gurbanguly Berdimuhamedov informed on allocation of 10 million US dollars for conducting of planned works.

It is necessary to continue working on modernization of railway and motor roads, searching investments, building airports, developing communication, training specialists in all directions and receiving international certification, the President ordered. In this context, importance of use of Turkmenbashy International Seaport in full capacity and measures for opening of transport and logistic centres has been highlighted.

President Gurbanguly Berdimuhamedov ordered Deputy Chairman of the Cabinet of Ministers B. Ovezov to report on the outcomes of work carried out in this direction with other Vice-premiers at the session of the Cabinet of Ministers dedicated to the outcomes of the first half od the year.

Continuing the session, President Gurbanguly Berdimuhamedov noted that works for reformation of Turkmenistan into industrially developed state are carried out. Large-scale programmes have been adopted for improvement of social and living conditions of the nation.

Big settlements, administrative centres and cities are built. All of these requires high organization, ability to manage construction works and significant increment of production of construction materials, Turkmen leader stated.

In this regard, the President informed about the decision to appoint Sh. Durdiliyev as the Deputy Chairman of the Cabinet of Ministers supervising construction and industrial complex, having released him from the post of the Hyakim of Ashgabat.

Having signed relative document, the Head of the State highlighted that construction, industry, construction material, energy sphere, Türkmenhimiýa State Concern and Ashgabat will be under the supervision of the vice-premier.

During the session, the Head of the State signed the order on establishment of the Ministry of Industry and Construction Production. The President of Turkmenistan appointed S. Berdimuhamedov as the Head of new ministry, having released him from the post of the Hyakim of Ahal Velayat.

Addressing S. Berdimuhamedov , the President noted that it is necessary to increase production volumes of resources, which have to meet the world standards, for provision of necessary construction materials.

This objective has to be solved by modernization of existing facilities, construction and commissioning of new plants, the President highlighted, having requested to develop the programme of construction for 2020, which would be reviewed and approved in set order.

After, Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on the results of activity of construction and energy complexes, municipality sphere and capital administration for January – December 2019 as well as on realization of investment programme of commissioning of facilities in 2020.

The plan of works and services of the administration of Ashgabat has been fulfilled by 104.1 percent with the growth rate of 124.4 percent for the period under review.

The plan of works and services of the Ministry of Construction and Architecture has been fulfilled by 100.3 percent with the growth rate of 105.3 percent for 2019.

The plan of production, works and services of the Ministry of Energy has been realized by 95.1 percent level.

Summing up the report, the President noted that it is necessary to continue working for completion of international project of construction of Turkmenistan – Afghanistan – Pakistan powerline, having reminded that special Department of International Energy Projects has been opened under the Ministry of Energy.

Having highlighted the importance of energy industry in development of the country, the President of Turkmenistan informed on his decision to appoint Ch. Purchekov as the Minister of Energy, having released him from the post of the Deputy Chairman of the Cabinet of Ministers.

After, addressing Vice-premier Sh. Durdiliyev, Deputy Chairmen of the Cabinet of Ministers, Hyakims and other officials, Head of the State Gurbanguly Berdimuhamedov has focused on large-scale programme of construction in 2020.

The volume of capital investments from all financial sources is 40 billion manats. This amount includes construction and modernization of plants and factories, hospitals and medical centres, children pre-school facilities, cultural objects, administrative centres, new settlements and living houses, the President of Turkmenistan noted.

In this context, the Head of the State pointed out the importance of enforcement of control of construction of industrial and social facilities, having ordered Vice-premier Sh. Durdiliyev to provide high quality of works, especially at new construction sites of Ashgabat.

Addressing hyakims of velayats, cities and etraps, the President ordered to pay special attention to maintenance of streets, parks and squares, their lighting in proper in proper condition as well to provision of order.

Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev was requested together with hyakims to prepare proposals on this account and to report on it at the session of the Cabinet of Ministers.

Continuing the subject, the Head of the State has focused on construction of Turkmenabat – Ashgabat – Turkmenbashy highway.

Speaking of coming 30th anniversary of independence of the country, the President made proposal on construction of the monument in honour of this remarkable event in order future generations to remember it.

It is appropriate to build 300 meter stela at the highest point, the Head of the State said, having requested Vice-premier Sh. Durdiliyev to prepare the project of the Monument and to announce the tender of construction in the nearest time. This monument has to be built by the celebration of the 30th anniversary of independence, Turkmen leader highlighted.

During the session, President Gurbanguly Berdimuhamedov signed the Resolution on approval of the 2020 Investment Programme, having wished big success in its implementation to everyone.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the outcomes of work in the structures under his supervision in 2019.

The total rate growth of trade of the Ministry of Trade and Foreign Economic Affairs was 21.2 percent for the period under review.

The State Commodity and Raw Material Exchange has held 251 trade session and registered 31,056 contracts for the last year. Total volume of income was 44.6 percent more.

Volumes of services of the Trade and Industrial Chambers have increased by 48.6 percent while the income has increased two times in 2019.

Companies of the Union of Industrialists and Entrepreneurs produced 41.5 percent more of industrial production, 28 percent more of agricultural and food production in than in 2018.

Volume of export of food products made by non-governmental sector has grown by 66.2 percent, industrial production by 11.2 percent.

Having listened to the report, the President noted that he took decision on establishment of Türkmenhaly State Association. The Head of the State has appointed O. Ishanguliyeva who has big experience in this field to the post of new association.

The Ministry of Textile Industry and Türkmenhaly State Association have been transferred under authority of Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov for improvement of work related to export of national production and according to relative document.

Continuing the session, the Head of Turkmenistan has focused the attention of the Vice-premier and heads of structures under his supervision on increment of trade, measures for expansion of supply of national production to foreign market. In this context, the Head of the State informed on the decision to make new structures of the Cabinet of Ministers.

Having signed relative documents, the President demanded the Vice-premier and officials of the trade complex of the country to keep the rates of works for establishment of modern profile infrastructure.

Having noted that international conferences related to trade would be held this year in the country, the President requested to organize fair exhibitions with participation of foreign countries under the conferences.

The Head of the State has also highlighted the importance of work for opening of trade representatives and joint ventures for promotion of national production in foreign countries.

Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the outcomes of work for implementation of the Programme of development of oil and gas industry of Turkmenistan until 2030 carried out in 2019.

Information about the indicators reached in the sphere of oil and gas condensate, natural and associated gas production as well as export of petroleum products and gas, development of investments has been presented.

It was mentioned that plan for oil refinery has been executed by 100.8 percent, gasoline production by 100 percent, diesel fuel by 101 percent, liquefied gas by 102.8 percent.

Having expressed discontent with work of Vice-premier M. Meredov, the President has reprimanded him for unsatisfactory performance of his duties and deficiencies admitted in his work.

The Head of the State has also reprimanded the Advisor of the President of Turkmenistan on oil and gas affairs Ya. Kakayev for unsatisfactory fulfilment of his duties, deficiencies admitted in his work, having given the last warning to correct admitted deficiencies as soon as possible and signed relative Resolutions.

Addressing Vice-premier M. Meredov and officials of oil and gas complex, the President made number of remarks to their address. It was mentioned that low rates of development of new deposits and overhaul of existing wells with low production, inefficient works are the main reasons of bad indicators of the complex. The Head of the State has focused on elimination of all deficiencies by attraction of investments and demanded to increase oil production.

After, Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on results of activity of the sphere under her supervision for the last year.

Big events have been held both inside the country and abroad in the last year. It includes scientific and practical conferences, festivals, exhibitions, cultural meeting, theatre performances, song and music concerts.

Ashgabat hosted XIV Forum of Cultural and Scientific Personnel of the CIS countries, IV Vienna Ball and concert of joint Turkmen – Austrian Symphonic Orchestra, III International Festival “Theatre Art in the Epoch of Happiness”.

Having listened to the report, Head of the State Gurbanguly Berdimuhamedov noted that the structures under her supervision do not work on proper level.
