Session of the Government: Innovations, industrial development of natural resources, international cooperation

President Gurbanguly Berdimuhamedov held video conference working session of the Cabinet of Ministers where current subjects of the state life have been discussed.

First, Deputy Chairman of the Cabinet of Ministers G. Mushikov reported on activity of the establishments under his supervision and on practical measures for improvement of financial and banking system. The report on improvement of insurance sphere has also presented.

Summing up the report, the Head of the State highlighted that big foreign companies, which are interested in participation of large-scale programmes and projects, work in our country in the result of successful open door policy and wide international cooperation.

In this regard, the President noted the appropriateness of expansion of works together with foreign business circles in perspective Turkmen market.

Speaking of importance of provision of strict control of financial discipline by all facilities and organizations regardless of their ownership, rational use of financial resources allocated for implementation of the government programmes, the President addressed the Vice-premier with some specific assignments.

In his turn, Deputy Chairman of the Cabinet of Ministers M. Meredov reported on realization of the Programme of development of oil and gas industry until 2030, measures for increment of hydrocarbon production, modernization of equipment and facility base of the industry.

Results of international tender for procurement of portable compresors, which would be used by Lebapgazgurluşyk Department during works for increment of production of wells at gas deposits of Kukurtly, Kerpichly and Northern Balguyi was reported to the President of Turkmenistan.

Having listened to the report, the Head of the State highlighted importance of measures taken for diversification of oil and gas industry, technical and technological rearmament of facilities of energy sector, opening of new production facilities making wide variety of petrochemical production.

In general, all of these is to provide the most effective use of natural resources for stable growth of the economy, solution of objectives in import substitutive sphere and improvement of export potential of the country.

The Head of the State ordered to analyse economic and technical aspects of the projects planned to be carried out in gas sphere, having addressed the Vice-premier with number of certain assignments for introduction of latest technologies and use of modern equipment as well as for attraction of foreign investments.

After, Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the Draft Resolution on Procurement of helicopters by Türkmenhowaýollary Agency.

The Vice-premier informed that work for procurement of ANSAT and Mi-17-1W medical helicopters as well as spare parts, consumables and necessary equipment produced by Kazan Helicopter Plants (The Republic of Tatarstan, Russian Federation) for provision of timely medical aid to the population.

Having listened to the report, the Head of the State highlighted that modernization of equipment and facility base of health protection system, improvement of quality of services are the main directions of the strategy of development of this sphere.

Having stated steadfast and fruitful character with the Republic of Tatarstan with delight, which is successfully developed under interstate dialog with Russian Federation, the President highlighted that Turkmen – Tatar relations are visual example of effective partnership, which is based on developed significant experience of cooperation. Tatarstan occupies an important place as a republic with powerful resource and industrial potential and historical relations between two fraternal nations.

Partnership has been established with Kazan Helicopter Plant in aviation construction sphere, which air crafts are used in national economy of our country, the Head of the State highlighted. Having focused on technical characteristics of ANSAT and Mi-17-1W helicopters, the Head of the State said that these models are equipped with modern medical hardware and adapted to Turkmenistan conditions.

President Gurbanguly Berdimuhamedov signed the Resolution on Procurement of Multifunctional helicopters. Having sent the document to the Vice-premier by electronic document management system, the Head of the State ordered to take all necessary measures for effective use of emergency aid helicopters.

After, the President called Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev who reported on seasonal agricultural works in the velayats including preparation to the cotton sowing. It was also reported on delivery of new agricultural equipment.

Planters, tractors and cultivators would be used uninterruptedly all over the country during the sowing campaign. It is also planned to use new John Deere (USA) equipment, which is operated by telematics digital electronic system.

Summing up the report, the Head of the State highlighted importance of further modernization of national agricultural complex, rational use of land and water resources by implementation of advanced technologies supporting increment of productivity of agricultural crops and land fertility.

The President ordered to hold implementation of system of digital electronic management of agricultural complex under permanent control. Having focused on the necessity of technical modernization of the branch, the President of Turkmenistan noted that all new models of high technology equipment and machinery to the farmers have to be tested in local soil and climate conditions.

The Head of the State has also requested to think over the strategy of this important spring campaign before the start of the cotton sowing, to provide coordinated work of all divisions involved in the campaign.

President Gurbanguly Berdimuhamedov ordered to start cotton sowing in Ahal, Balkan, Lebap and Mary Velayats on March 25 and in Dashoguz Velayat on March 29.

After, the President called Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev, Chairman of the State Corporation Türkmengeologiýa Sh. Abdrahmanov and Minister of Industry and Construction Production S. Berdimuhamedov.

The Vice-premier reported on the situation in the structures under his supervision and works for improvement of their activity as well as presented Draft Resolution on Construction of complex of facilities for diversion of mud stream water to the President for review.

It was reported that international tender for selection of constructor for development of project documentation and construction of water diversion facilities in the south of the capital has been exercised by the Ministry of Construction and Architecture for prevention of mud stream water in Ashgabat. Vozrojdenoye Joint Stock Venture (Russian Federation) won the tender.

The projects presented by Russian partners was found to be the most beneficial and has been analysed by Interdepartmental Commission for assessment of cost of the projects of important and especially important buildings in Turkmenistan, which are built and reconstructed.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted importance of work in this direction and gave number of certain instructions for further development of Ashgabat taking into account its status of the main city of the country.

Chairman of the State Corporation Türkmengeologiýa reported on the result of geological survey works for determining of reserves of ;local material for construction of metallurgic plant, which were carried out together with the Ministry of Industry and Construction Production according to the request of the Head of the State.

It was informed that specialists of the Corporation have studied material and chemical composition, mineralogical of iron ore as well as width and depth of Gyzylkaya deposit in Turkmenbashy etrap, Balkan Velayat. In the result of study, it was found out that the depth of the deposit is 120 – 160 meters and Ferro oxide in chemical composition is equal to 20 percent in average.

Noting the priority of development of industrial sector, the President highlighted the necessity of activation of geological surveys for finding of perspective deposits of natural reserves.

Continuing the subject, the Minister of Industry and Construction Production presented proposals on cooperation with I. P. Bardin Scientific and Research Institute of Black Metallurgy of the Ministry of Industry and Trade, Russian Federation.

This partnership is aimed at implementation of relative technological tests of iron ore at Gyzylkaya deposit for definition of its suitability in metallurgic production.

Having listened to the report and approved presented proposals, President Gurbanguly Berdimuhamedov highlighted special importance that is paid to expansion of Turkmen – Russian relations, which are strengthened by rich practice of old successful partnership.

Noting colossal potential for expansion of constructive interstate cooperation in all spheres, the Head of the state said that it would be built on beneficial basis taking into account national interests and the main priorities of social and economic development of Turkmenistan and Russia.

Having singed the Resolution on Construction of the complex of water diversion facilities, the President of Turkmenistan sent it to the Vice-premier by electronic document management system and gave relative assignment for its fulfilment.

Further, deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on work in the structures under his supervision. It was also informed about the projects of Order of Exchange Trades for sale of commodities of trade complex, results of analysis of use clay deposits for provision of facility for production ceramic construction materials.

With regard to the Order of Exchange Trades, it was proposed to introduce a method of flexible pricing by use of the mechanisms of market economy taking into account the changes in the world market.

Further, the Vice-premier reported on completion of the first phase of construction of facilitiy producing ceramic construction materials in Khalach etrap, Lebap velayat and planning of the second phase. It was mentioned that it would be appropriate to produce clay from Gubadag deposit in Dovletly etrap and Sakar 35in Sayat etrap for provision of this complex with necessary raw material.

Having listened to the report, the President of Turkmenistan focused on the utmost objectives of the trade complex concerning the reforms expanded in the country. Speaking of big importance of organization of exchange trade for sale of national production, the Head of the State requested to improve relative Order according to international standards in this sphere.

It is necessary to make certain measures for acceleration of the Programme of social and economic development of the country, President Gurbanguly Berdimuhamedov said, having highlighted the necessity to intensify the development of small and medium business.

The Government would continue pay utmost attention to strengthening and expansion of potential of national entrepreneurship, which has an important role in improvement of economic power of Turkmenistan and realization of the Programme of industrialization of the country until 2030. In this context, the Vice-premier was ordered to hold timely and quality completion of all planned works under permanent control.

Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on work for implementation of digital system for organization of delivery of newspapers and magazines to the population as well as on preparation to celebration events on occasion of National Spring Holiday – International Nowruz Day.

It was informed that according to the Concept of development of digital economy in Turkmenistan in 2020 – 2025 as well as for fulfilment of assignments given earlier, relative regulation on transfer of printing media to electronic format has been developed. The document outlines the utmost measures for solution of set objectives.

The Vice-premier presented this document to the President of the country for review.

It was also reported that it is planned to hold various cultural events reflecting the richness of national traditions and customs of Turkmen people on occasion of the holiday in the capital and velayats.

Having listened to the report and highlighted importance of transfer of printing media to electronic format, the Head of the State pointed out the necessity of further steadfast work in digitization of national mass media.

Having approved the presented document in general, the President gave instructions on its fulfilment. The Vice-premier was ordered to hold all planned celebration events on occasion of International Nowruz Day on high level.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported to President Gurbanguly Berdimuhamedov on organization of coming attestation of personnel of professional education sphere. This is about personnel of initial, secondary and high professional educational facilities, which teachers would undergo tests on profile competency, criteria of youth education, modern educational methods and use of information technologies in this process.

This work is planned to be carried out in April – May this year. For these purposes, expert working groups of personnel of the Ministry of Education, specialists in relative disciplines and representatives of trade unions will be formed in professional schools and universities.

It was reported that attestation would be held in the format of computer tests with list of questions and solution of tasks. Analysis of answers will help giving comprehensive assessment of professional skills and knowledge of teachers starting from the knowledge of legal provision in educational sphere to psychology of education.

Personnel movement in the system of professional education would be corrected by the results of the test, organizational approaches in this sphere would be renewed and the most required directions of improvement of qualification of personnel of education sphere would be determined.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that regular attestation of education personnel have to become an effective tool, which allow testing professional and qualification level of personnel of the system, adequacy of their position or work.

In general, similar activities are to support improvement of skills, responsibility, quality of work of teachers, their initiative and activity, improvement of personnel recruitment to educational facilities, the Head of the State said. In this regard, it was requested to have detailed attestation on objective level from the position of modern requirements for qualification of personnel of educational sphere.

Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on practical measures for intensification of cooperation with international organizations and on improvement of activity of National Commission of Turkmenistan for the UNESCO.

It was mentioned that out country actively develops constructive dialog with the above-mentioned agency of the UN, which is specialized in humanitarian sphere. Such historical and cultural monuments of Turkmenistan as Ancient Merv, Kunyaurgench and Ancient Nisa have been entered to the UNESCO World Heritage List in the result of fruitful cooperation. The Representative List of Intangible Human heritage includes Turkmen art of carpet making, Gyorogly destan and song and dance art Kushtdepdy.

It was mentioned that in his speech at International Conference “Turkmenistan and International Organizations: Cooperation for Peace and Development” in Ashgabat on January 14 this year, Head of the State Gurbanguly Berdimuhamedov paid special attention to development of relations with the UNESCO especially in realization of potential of cooperation in such spheres as education, science, ecology and sports

At present time, having reviewed capabilities of expansion of cooperation with this organization, new directions like digital and information technologies, statistics and reporting, stable management of water resources and their ration use have been outlined.

The above-mentioned National Commission carries out steadfast systematic activity for further development of the dialog with the UNESCO. In this regard, the Vice-premeir, Head of the Foreign Ministry has made a proposal on improvement of provision and structure of this Commission, formation of new composition and development of draft of relative document.

Summing up the report, the President said with delight that recently, cooperation with competent international organizations, which meets interests of global peace and prosperity, has received effective character and entered new level. In this context, special attention is paid to close multidimensional strategic partnership with the United Nations.

President Gurbanguly Berdimuhamedov noted that steadfast dynamics is inherent to cooperation between our country and big specialized structures of the UN. It includes the United Nations Educational, Scientific and Cultural Organization (UNESCO).

Protection, study and popularization of tangible and intangible cultural heritage of the nation, which is an integral part of the treasury of the world culture, is one of priorities of the state policy of neutral Turkmenistan. It opens wide capabilities for development of fruitful international dialog in humanitarian sphere, enrichment of its content, the Head of the State said.

The President ordered the Vice-premier, the Foreign Minister to intensify work in this direction and take proper measures for activation of work of National Commission of Turkmenistan for the UNESCO.

Speaker of the Mejlis G. Mammedova informed about current activity of Natinal Parliament for modernization of legislation base of the country.

At present time, development of drafts of new documents aimed at further improvement of life level of the population, protection of citizens’ health, government support of families with many children is carried out according to the plan for work of the Mejlis.

It was mentioned that deputies have meetings on sites, speak in the media, study the best world practice in this sphere for explanation of meaning and importance of constitutional reforms, adopted laws, which have been developed in the light of the main priorities of the policy successfully pursued under the leadership of the President of Turkmenistan.

President Gurbanguly Berdimuhamedov pointed out the importance to support permanent relation of the Mejlis and its structures with electorate, public organizations and government authorities for solution of priority issues of development of the country and improvement of wellbeing of Turkmen people.

After, the Head of the State has focused on current objectives of the members of the Government.

Having emphasized the organization of events dedicated to the 25th anniversary of permanent neutrality of Turkmenistan, the President ordered relative officials to provide high level of events including international forums and cultural activity.

It is necessary to hold under control the compliance with schedule and quality of construction of facilities, which opening is timed to the coming anniversary of neutral status.

Further improvement of trade and service sphere is one of the main vectors of internal policy, the Head of Turkmenistan continued, having ordered to take relative measures in this direction, especially for provision of food abundance.

Speaking of importance of permanent monitoring of the condition of national economy, the President ordered to have strict control of timely fulfilment of planned objectives by the ministries and profile departments.

Rapid transfer to digital economy, wide introduction of advanced technologies have been outlined among priority objectives. In this regard, it was requested to provide strict control of fulfilment of activities outlined in relative programmes and concepts according to the schedule.

Having highlighted the subject of coming tree planting campaign, the Head of the State ordered to prepare to it on comprehensive level and to provide its conduct in the capital and regions on proper level.

After, President Gurbanguly Berdimuhamedov congratulated Turkmen people on National Spring Holiday – International Nowruz Day widely observed in the country on March 21 – 22.
